Establishes definitions for "sober living home" as an alcohol-free and drug-free residence for unrelated adults recovering from substance use disorder without formal treatment services, and "operator" as the owner or designee responsible for daily operations.

Allows certified operators to register sober living homes with the Department of Mental Health and Addiction Services and requires maintaining at least two doses of opioid antagonists on premises with resident training if any resident has opioid use disorder diagnosis.

Requires the department to maintain and update weekly a public internet list of registered sober living homes including bed availability at each location.

Prohibits operators from advertising homes as licensed treatment facilities or claiming specific recovery outcomes; requires clear bold statements on websites stating homes are not licensed treatment providers, with violations constituting unfair trade practices.

Requires the commissioner to create a one-page disclosure form by August 1, 2018 for prospective residents written in plain language explaining sober living homes are not licensed treatment facilities and providing recovery resources.
