Department of Mental Health and Addiction Services shall conduct a study of funding for mental health facilities and service providers in the state, in consultation with the Department of Public Health and Department of Children and Families.

Study shall evaluate the availability of inpatient beds for children with mental health or substance use disorders and examine the use of emergency departments when appropriate beds are unavailable.

Commissioner of Mental Health and Addiction Services must report findings to the joint standing committees of the General Assembly with cognizance over public health and children matters by January 1, 2019.

Legislation takes effect upon passage.
