Increases the maximum amount towns may deposit unexpended education funds into a nonlapsing account from one percent to two percent of the prior fiscal year's total budgeted appropriation for education, effective July 1, 2018.

Applies to the fiscal year ending June 30, 2019, and each fiscal year thereafter for all towns with boards of finance, selectmen, or other appropriating authorities.

Requires that expenditures from the nonlapsing account be made for educational purposes only and be authorized by the local board of education.

Amends Connecticut General Statutes Section 10-248a.
