Establishes a Summer Learning Grant Program administered by the Department of Education to provide grants to local and regional school boards, municipalities, and 501(c)(3) nonprofit organizations for summer learning programs.

Requires summer learning programs to provide a minimum of 240 hours of educational, enrichment, and recreational activities during summer recess with small group instruction in literacy and math for kindergarten through 12th grade students and include a parental involvement component.

Applications must be filed biennially with the Commissioner of Education; eligibility is determined for two-year periods based on expenditure plans, and second-year funding requires performance outcome reports measuring student achievement and behavior.

Department of Education may retain up to 4 percent of appropriated funds for technical assistance, program monitoring, evaluation, and professional development to grant recipients.

Department must report to the joint standing committee on education by March 15, 2020, and biennially thereafter on grant recipient performance outcomes, including measurements of student achievement in reading and behavior; unexpended funds do not lapse at fiscal year end.
