Establishes definitions and requirements for state executive branch agencies to manage and publish "open data," including creation of a centralized online repository overseen by the Office of Policy and Management (effective from passage).

Requires each executive branch agency to conduct annual inventories of "high value data" by December 31, 2018, develop open data access plans, and designate an agency data officer responsible for data requests (effective from passage).

Replaces LEAN process improvement requirements with a broader state-wide process improvement initiative to be overseen by the Office of Policy and Management with an established steering committee (effective July 1, 2018).

Mandates each town with a digital parcel file transmit it to its regional council of governments or the Secretary of the Office of Policy and Management by May 1, 2019, and annually thereafter, including property identification, size, address, and valuation information (effective from passage).

Allows state agencies to suspend paper filing and service document requirements in regulations and establish electronic filing systems, with exemptions available for hardship cases, and requires 30 days' notice before implementation (effective July 1, 2018).
