Requires quasi-public agencies to submit certain contracts to the Attorney General for review and comment before entering into or renewing them, effective October 1, 2018.

Applies to employment contracts with annual increases or bonuses exceeding $50,000, consulting contracts costing over $500,000 annually, and separation agreements costing over $100,000.

Mandates quasi-public agencies submit reviewed contracts to the relevant joint standing committee of the General Assembly at the time of Attorney General submission.

Requires annual reports from quasi-public agency boards to include submission to the Governor, Auditors of Public Accounts, and the relevant legislative committee, with authority for the committee to conduct hearings and request additional information.

Maintains existing quarterly reporting requirements to the Office of Fiscal Analysis regarding expenditures, revenues, and personnel status.
