Permits licensed alcohol retailers authorized to serve on-premises consumption to operate automated dispensing machines for beer, cider (not exceeding 6% ABV), and wine, activated by payment card controlled by the permittee or authorized employee.

Allows machines to dispense only to employees authorized to serve alcohol or persons verified to be 21 years or older with government-issued ID matching the payment card name, with verification recorded by the permittee.

Limits initial servings to 32 ounces of beer or cider or 10 ounces of wine before the payment card must be reactivated by the permittee or employee.

Requires the Department of Consumer Protection to adopt regulations by October 1, 2018 establishing that machines dispense only one drink at a time and allow subsequent servings only after the first serving is substantially consumed.

Effective upon passage.
