Repeals existing confirmation process for Board of Trustees of University of Connecticut and Board of Regents for Higher Education appointments, effective October 1, 2018.

Requires Governor to submit nominations to either house of the General Assembly, which refers them to the joint standing committee on higher education for review within 15 calendar days and reports by resolution.

Establishes 30-day submission deadline for filling vacancies during regular legislative sessions, with house confirmation or rejection required within 30 calendar days.

Allows interim appointments by Governor to fill vacancies while legislature is not in session, with confirmation required at beginning of next regular session.

Prohibits rejected nominees from serving in the nominated office during the term of the house that rejected them.
