Increases University of Connecticut Board of Trustees from 21 to 23 members, with gubernatorial appointees increasing from 12 to 13.

Expands student representation from 2 to 3 trustees: adds one undergraduate student elected by July 1, 2019, and one graduate/professional student appointed by the Governor for a two-year term beginning July 1, 2019.

Modifies student election schedule to hold elections on or before July 1 in odd-numbered years (electing 2 trustees) and even-numbered years (electing 1 trustee).

Allows alumni elections to use both paper and electronic ballots instead of mail-only ballots, with updated ballot handling procedures.

Effective October 1, 2018.
