Adds new definition of "expanded area of operation" allowing housing authorities to operate in high or very high opportunity census tracts located outside their municipality, provided the tract is within 30 miles and the affected municipality agrees by resolution.

Prohibits housing authorities from establishing or maintaining police forces in expanded areas of operation, limiting this power to their primary area of operation.

Removes housing authorities' power of eminent domain in expanded areas of operation, restricting property acquisition through eminent domain to their designated service area.

Updates statutory language for gender-neutral terminology, changing references from "he/his" to "such person" throughout sections governing housing authority police officers.

All changes effective October 1, 2018, amending Connecticut General Statutes sections 8-39, 8-40, 8-44b, and 8-50.
