Authorizes the eight largest municipalities in Connecticut to establish property tax relief programs for graduates of state public higher education institutions, private universities, private colleges, or health care training schools who purchase their first home in that municipality.

Allows municipalities to limit tax relief amounts on an individual basis or in the aggregate through ordinance.

Permits municipalities to target tax relief incentives to specific geographical areas within their jurisdiction to encourage home purchases in designated zones.

Does not prevent recipients from claiming other property tax exemptions to which they are legally entitled.

Effective July 1, 2018.
