Allows drivers to satisfy automobile insurance identification card requirements by displaying an electronic image on a cellular phone or electronic device to the Commissioner of Motor Vehicles or law enforcement officers, effective October 1, 2018.

Prohibits the Commissioner or law enforcement from viewing any content on the electronic device other than the insurance identification card, and shields the state and municipalities from liability for damage to devices presented for this purpose.

Requires insurers to notify the Commissioner monthly of policy cancellations and issuances (in addition to cancellations), including policyholder name, policy number, vehicle identification number, and effective dates.

Authorizes the Commissioner to use the Online Insurance Verification System to verify continuous insurance coverage and enforce security requirements against vehicle owners who fail to maintain required insurance.

Establishes that presentation of a false or fraudulent insurance identification card constitutes a false statement, and allows the Commissioner to void registrations issued based on false insurance information.
