Allows health carriers to offer health insurance policies in Connecticut starting January 1, 2019 that are exempt from state-mandated health benefit requirements, network adequacy standards, and tiered network regulations under chapter 700c of the general statutes.

Applies to individual and group health insurance policies covering basic medical, surgical, hospital, and related services as defined in state law.

Defines "health carrier" to include insurance companies, health care centers, hospital service corporations, medical service corporations, fraternal benefit societies, and similar entities delivering health insurance in the state.

Authorizes the Insurance Commissioner to adopt regulations implementing the exemptions in accordance with state administrative procedures.

Exemption is contingent on federal law permitting such policies.
