Allows courts to waive the standard 90-day waiting period before granting a dissolution decree if both parties attest under oath to having an agreement on all terms.

Permits plaintiffs to request a waiting period waiver without a hearing if specific conditions are met: proper service, no children or pregnancy, no active restraining/protective orders, no alimony request, and no jointly owned property or debt.

Establishes that when a defendant has not appeared, the plaintiff may file a motion for waiver no sooner than 30 days after the complaint is made returnable, supported by an affidavit detailing service method, family status, and financial circumstances.

Allows dissolution decrees to be set aside at any time if material misrepresentation is found in the plaintiff's affidavit filed to obtain a waiver of waiting periods.
