Requires local and regional boards of education to request oral health assessments for all public school children prior to enrollment, in grades 6-7, and in grades 9-10, conducted by a licensed dentist, dental hygienist, or trained pediatrician.

Parents or guardians must provide written consent before assessment and have the right to opt out, be present during the assessment, or provide their own assessment; schools cannot deny enrollment based on non-participation.

Assessment results shall be recorded on a State Board of Education form and kept in the student's cumulative health record; school health personnel must review results and notify parents if further testing or treatment is needed.

Oral health assessment records are protected from public inspection, and assessment results must be reported to the designated school district representative.

Allows dentists to delegate fluoride varnish treatments to trained dental assistants under direct supervision, effective October 1, 2018.
