Repeals and replaces Section 19a-6r of general statutes, effective October 1, 2018, to establish definitions and quality standards for school-based health centers and expanded school health sites.

Requires school-based health centers and expanded school health sites to occupy dedicated space in or on school grounds for the sole purpose of providing health services, and prohibits use of the "school-based health center" term by facilities that do not meet the statutory definition.

Changes Department of Public Health authority from discretionary ("may") to mandatory ("shall") to adopt regulations establishing minimum quality standards for school-based health centers and expanded school health sites across five categories: administration, staffing, facility, program operations, and core program elements.

Authorizes Department of Public Health to adopt regulations for minimum quality standards for sponsoring facilities across two categories: designation of lead sponsoring agency and licensure.

Implements recommendations from the school-based health center advisory committee to standardize quality and operations across school-based health centers and expanded school health sites.
