Requires each organization of the state armed forces to adopt bylaws that must be approved by the regimental or corresponding commander before becoming binding on members.

Mandates that bylaws include a procedure for amendment with adequate notice provided to organization membership of any proposed changes.

Allows fines and dues to be collected according to procedures set forth in the bylaws, with notice to delinquents required within 30 days of incurrence.

Establishes the commanding officer as president of the organization's association, and requires the treasurer to be elected from enlisted personnel and provide a bond approved by the Adjutant General.

Specifies that the Governor's Guards account shall be expended by the major commandant of the respective company rather than by the Adjutant General.
