Requires courts to order electronic monitoring via GPS device as a mandatory condition of release for persons convicted of aggravated sexual assault (sections 53a-70a or 53a-70c) who are awaiting sentencing or have notice of intent to appeal.

Allows courts to require persons subject to GPS monitoring to pay fees directly to the electronic monitoring service provider for monitoring costs.

Mandates courts waive electronic monitoring costs for persons found to be indigent and unable to pay.

Caps the total cost of electronic monitoring services at five dollars per day in any contract between the Judicial Branch and service providers, with annual indexing for inflation.

Effective October 1, 2018.
