Increases the annual child support collection fee from $25 to $35 per case for individuals who did not receive temporary assistance for needy families (effective April 1, 2019)

Raises the threshold for imposing the fee from $500 to $550 in collected support within a one-year period

Specifies the $35 annual fee cannot be retained from the first $550 of support collected

Allows the fee to be paid through four methods: retained from collected support (after the initial $550), paid by the individual applying for services, recovered from the noncustodial parent, or paid by the state
