Requires Internet service providers bidding on state contracts to adopt and submit a net neutrality policy to state agencies on and after October 1, 2018.

Contractor net neutrality policies must certify the contractor will not block lawful content or degrade traffic based on content type, will not engage in paid prioritization, and will publicly disclose network management practices.

Contractors must provide policy documentation through either a board-adopted company policy, a prior board resolution certified as current, or an affidavit signed by a corporate officer under penalty of perjury.

State agencies cannot award contracts to contractors failing to provide required net neutrality policy documentation, and contractors must update submissions within 30 days of any policy changes or upon new contract execution.

Contractors must recertify annually that their filed net neutrality policy remains current and accurate within 14 days of each 12-month anniversary.
