Expands the definition of "privatization contract" to include procurement contracts entered into on or after July 1, 2018, where subsequent related services exceed $50,000 per year.

Requires state contracting agencies to post all privatization contract certifications on the State Contracting Portal at least 30 days before contract execution.

Mandates agencies to notify collective bargaining agents representing state employees at least 60 days before entering into or renewing privatization contracts and offer opportunity to meet and discuss.

Requires Attorney General approval for all privatization contracts and mandates business case development for contracts exceeding $1 million, with cost-effectiveness evaluations using templates prescribed by the Secretary of the Office of Policy and Management.

Establishes new reporting requirements for agencies when contracts could be performed more cost-effectively by state employees and requires the Auditors of Public Accounts to recommend appropriate staffing levels for the State Contracting Standards Board.
