Eliminates loan forgiveness provisions from the Small Business Express program for all loans issued on or after October 1, 2018.

Removes language allowing forgiveness of revolving loan fund loans previously available as an option based on job creation or maintenance goals.

Removes language allowing job creation incentive component loans to be forgiven or have payments deferred based on the commissioner's assessment of job creation goals.

Removes loan forgiveness provisions from minority business revolving loan funds established under the program.

Effective date is October 1, 2018, amending Connecticut General Statutes section 32-7g.
