Establishes a working group to study the needs of technology companies and software developers in the state, effective upon passage.

Working group shall examine challenges in finding employees, adequacy of training and education programs, effects of state tax structure on tech businesses, and legislative recommendations to retain or attract such companies.

Working group composition includes 10 members: 2 appointed by House speaker, 2 by Senate president pro tempore, 1 each by House and Senate majority leaders, 1 each by House and Senate minority leaders, the Commissioner of Economic and Community Development or designee, and 2 appointed by the Governor.

All appointments must be made within 30 days of the bill's effective date, with the House speaker and Senate president pro tempore selecting co-chairpersons and scheduling the first meeting within 60 days.

Working group must submit findings and recommendations to the joint standing committees on commerce, labor, and higher education by January 1, 2019, at which time the working group shall terminate.
