Repeals and replaces Section 3 of Public Act 14-205 to establish a task force studying humane treatment of animals in municipal and regional shelters, effective from passage.

Task force shall study standards for humane animal treatment, education/training for animal control officers, abuse penalties, tracking systems for convicted animal abusers, adopter evaluation standards, volunteer group regulations, and coordination frameworks between local organizations and shelters.

Task force membership consists of 10 members including the Commissioner of Agriculture, appointed by legislative leaders to represent animal welfare advocates, police officers, animal control officers, veterinarians, town officials, volunteers, and General Assembly members.

All task force appointments must be made within 30 days of the effective date; the first meeting must occur within 60 days; members receive no mileage reimbursement or transportation allowances.

Task force shall submit findings and recommendations to relevant legislative committees by January 1, 2019, and shall terminate on that date or when the report is submitted, whichever is earlier.
