Establishes procedures for neighborhood revitalization planning committees to develop strategic plans for neighborhood revitalization, with membership comprising residents, property owners, tenants, businesses, and community organizations.

Requires strategic plans to address home ownership, sustainable economic development, property management, creative financing, and may include provisions for public safety, education, job training, and environmental code waivers.

Mandates public hearings on proposed strategic plans with newspaper notice published at least twice, and requires submission to the Secretary of the Office of Policy and Management for review before municipal adoption by ordinance.

Creates neighborhood revitalization zone committees to implement approved strategic plans and submit progress reports to municipal officials and the Secretary of the Office of Policy and Management every six months in the first year, then annually.

Requires municipalities to defend and indemnify neighborhood revitalization planning and zone committee members for acts occurring within the scope of their duties and in accordance with municipal bylaws and legal counsel advice, except for cases involving reckless, willful, or wanton misconduct.
