Expands smoking prohibitions to include public housing projects constructed on or after October 1, 2018, and allows landlords of public housing and tenement houses to include smoking bans in rental agreements effective October 1, 2018

Extends electronic nicotine delivery systems and vapor product prohibitions to public housing projects constructed on or after October 1, 2018, with similar landlord authority to restrict use in dwelling units

Eliminates employer exemptions for designated smoking rooms and requires all employers to prohibit smoking and use of electronic nicotine delivery systems and vapor products in business facilities, except restaurants may permit such use in outdoor areas within twenty-five feet of building openings

Removes hotel and motel exemptions allowing smoking in up to twenty-five percent of guest rooms effective October 1, 2018

Clarifies that "any area" in clean indoor air provisions includes interior spaces and outdoor areas within twenty-five feet of doorways, operable windows, or air intake vents
