Department of Public Health shall convene a working group by November 1, 2018 to develop recommendations for creating a safety rating system for youth athletic protective headgear.

Working group must include at least three members appointed by the Commissioners of Consumer Protection, Education, and Public Health, with optional representation from athletic trainers, brain injury advocates, nurses, sports physicians, helmet manufacturers, and other relevant stakeholders.

Working group shall recommend what performance data should be collected to develop a safety ratings system that identifies which youth athletic protective headgear best protects against head injury.

Working group shall determine the best method to publicly disclose safety ratings so consumers can easily compare overall performance among different youth protective headgear models.

Working group shall submit findings and recommendations to the joint standing committees on public health, education, children, and consumer protection by January 1, 2019.
