Requires retail establishments to sell electronic nicotine delivery systems and vapor products only through employee-assisted sales, with customers having no direct access to products except through employee assistance, effective October 1, 2018.

Prohibits retail establishments from selling or offering electronic nicotine delivery systems or vapor products from self-service displays.

Exempts retail establishments where minors are prohibited from entering and such prohibition is clearly posted on all entrances from the employee-assisted sale and display restrictions.
