Allows licensed telehealth providers to prescribe Schedule I, II, and III controlled substances through telehealth for treatment of psychiatric disorders only, effective October 1, 2018.

Prohibits telehealth providers from prescribing Schedule I, II, or III controlled substances for treatment of chronic nonmalignant pain.

Requires health insurers to provide coverage for telehealth services on the same basis and at the same rate as in-person services for the same treatments.

Modifies patient consent requirements to eliminate the requirement for providers to obtain written consent at each interaction and instead allows patients to request that telehealth interactions be disclosed to their primary care provider.

Expands the definition of valid practitioner-patient relationships for controlled substance prescriptions to include examinations conducted via telehealth in accordance with established standards.
