Department of Emergency Services and Public Protection, in consultation with Department of Administrative Services, shall conduct a study to identify a replacement for the firearms training facility in Simsbury.

Study must evaluate state-owned or available firearms training facilities across criteria including range types (indoor/outdoor, small arms, rifle, shotgun), capacity, operational hours, classroom facilities, expansion potential, and environmental issues.

Study shall assess feasibility of using one or more existing firearms training facilities to meet the department's needs and include a tentative construction budget and timetable.

Department must submit study results to the joint standing committee on public safety and security by January 1, 2019.

Department cannot proceed with environmental impact evaluation for any firearms training facility until the study report is submitted.
