Commissioners of Consumer Protection and Economic and Community Development shall jointly issue a request for proposals within 90 days to qualify an entity to develop, manage, operate and maintain a casino gaming facility in the state.

Proposals must include a development agreement with a municipality requiring minimum $8 million annual payments, approval by municipal referendum by January 1, 2019, workforce development center agreement, and minimum $500 million investment in the facility.

Responders must demonstrate ability to pay a $50 million one-time licensing fee, employ at least 2,000 persons, maintain labor neutrality agreements with organized labor, and submit responsible gaming plans.

Operators must pay the state a minimum of 25 percent of gross gaming revenue from all games and 10 percent of gross gaming revenue from video slot machine games.

Each proposal submission requires a $5 million fee (refundable if responder is not selected or General Assembly does not authorize casino operations), with all proposals due by January 1, 2019, and commissioners' report due by April 1, 2019.
