Prohibits manufacturers from holding new or used car dealer licenses, except manufacturers that produce only electric vehicles, were licensed before January 1, 2018, sell only their own vehicles, and meet other specified conditions can obtain dealer licenses under new subsection (e) of section 14-52b.

Allows the Commissioner of Motor Vehicles to extend temporary dealership licenses for manufacturers for up to one additional year (maximum two years total) if the manufacturer is making bona fide efforts to sell and transfer the dealership to a qualified person.

Permits used car dealer licenses for manufacturers engaged primarily in vehicle rental and equipment leasing, limited to selling previously used vehicles from their fleet or trade-ins, with restricted warranty repairs and retail financing.

Exempts electric vehicle manufacturers licensed as dealers from certain franchise agreement filing requirements that apply to traditional manufacturers.

Makes clarifying changes to definitions of "manufacturer," "new car dealer," and "used car dealer" to reference the new electric vehicle manufacturer dealer provisions, with all changes effective July 1, 2018.
