Modifies appropriations balance handling for the Special Transportation Fund by requiring balances in excess of town distributions to lapse to the Special Transportation Fund rather than the General Fund effective June 30, 2018.

Authorizes the Commissioner of Transportation to establish fees for state highway right-of-way encroachment permits and certificates of operation for large traffic-generating developments, not to exceed 125% of estimated administrative costs.

Replaces references to the Federal Highway Administration with the Federal Motor Carrier Safety Administration in sections governing motor vehicle registration and livery service advertising.

Expands bicycle helmet requirements to include nonmotorized scooters, skateboards, and roller/in-line skates for children 15 and under, and requires protective headgear to be properly fitted and fastened.

Extends the autonomous vehicle task force reporting deadlines from January 1, 2018 to July 1, 2019 for interim report and January 1, 2020 for final report, with procedural clarifications for chairperson selection and first meeting scheduling.
