Expands eligibility for municipal veterans' representatives to include volunteers who are residents with veteran status or practical experience in veterans' issues, not just city or town employees.

Renames the position from "veterans' service contact person" to "municipal veterans' representative" throughout the statute.

Requires municipal veterans' representatives designated on or after July 1, 2016, to complete a training course within one year of designation, with ongoing access to electronic updates from the Office of Advocacy and Assistance.

Mandates the Commissioner of Veterans Affairs to send annual electronic notifications to chief executive officers reminding them of their duty to designate a municipal veterans' representative and submit the representative's name and email within 30 days.

Effective October 1, 2018, amends sections 27-135(b) and 27-102l(b)(1) to (3) of the general statutes.
