Commissioner of Administrative Services must offer surplus state motor vehicles from the interagency motor pool to qualified veterans' charitable organizations for no more than $2,000 when the vehicles cannot be transferred, sold, or donated through other means.

Qualified veterans' charitable organizations receiving vehicles must identify veterans who have performed service in time of war, have a service-connected disability rated by the U.S. Department of Veterans Affairs, and have demonstrated financial need.

Qualified veterans' charitable organizations must donate the vehicles to eligible veterans and pay any Department of Motor Vehicles administrative costs or fees associated with transferring the vehicle title.

The act takes effect October 1, 2018, and amends section 4a-57a(a) of the general statutes while creating a new provision governing the vehicle donation process.
