Amends Section 3-69a effective July 1, 2018 to redirect proceeds from the sale of abandoned property belonging to veterans' charitable organizations to the Department of Veterans Affairs institutional general welfare fund beginning in fiscal year 2019.

Defines "veterans' charitable organization" as any entity organized under Connecticut chapter 602 or Section 501(c) of the Internal Revenue Code established for benevolent, educational, philanthropic, humane, scientific, patriotic, social welfare, or advocacy purposes relating to veterans.

Maintains existing provisions for depositing other abandoned property proceeds into the General Fund and Citizens' Election Fund, with specified amounts ranging from $16-17.3 million annually starting fiscal year 2006, adjusted for inflation thereafter.

Updates Section 9-750(b) to clarify that any deposits into the Citizens' Election Fund are deducted from the following fiscal year's deposit amount to avoid duplication.
