Prohibits manufacturers, wholesalers, and retailers from manufacturing, selling, or distributing children's products or upholstered residential furniture containing 100 parts per million or greater of organohalogen flame retardant chemicals (including bromine and chlorine compounds) effective July 1, 2019.

Defines "children's products" as items designed for children 12 years or younger, including clothing, toys, mattresses, and strollers, but excludes food, beverages, pharmaceuticals, electronics, and toys meeting federal safety standards.

Defines "upholstered residential furniture" as padded, cushioned furniture intended for home or lodging use.

Requires manufacturers to notify retailers and distributors in Connecticut of the prohibition requirements by April 1, 2019.

Exempts individuals using, reselling, or distributing children's products or furniture for personal, family, or household purposes.
