Repeals and replaces Section 2-53m of the 2018 Connecticut General Statutes to update the Children's Report Card requirements effective October 1, 2018.

Requires the joint standing committee on children to maintain an annual report card measuring progress on state policies promoting stable living environments, safety, health, and readiness for success using primary and secondary indicators including child abuse rates, child poverty, low birth weight, and reading proficiency.

Changes the report card publication deadline from January 15, 2018 to January 15, 2019, and requires it be made available to the public on the General Assembly's Internet website annually thereafter.

Establishes a leadership committee comprised of legislative leaders, state commissioners, the Child Advocate, and nonprofit representatives to review and determine adequate indicators and performance measures for tracking children's well-being by January 15, 2019.

Requires the joint standing committee on children and the appropriations accountability subcommittee to identify child welfare system programs that contribute to children's well-being and mandate annual report cards from administering entities using a results-based format.
