Establishes a task force to study best practices for promoting social-emotional learning in Connecticut schools.

Task force shall identify successful social-emotional learning models currently implemented in Connecticut or other states, analyze suspension and expulsion rate changes before and after implementation, and recommend expansion strategies for other school districts.

Task force membership includes the Commissioner of Education, director of Yale Center for Emotional Intelligence, and representatives from nine education organizations including teacher unions, superintendent and administrator associations, and the University of Connecticut.

Task force chair shall be elected by members, with first meeting required within 60 days of passage and all appointments completed within 30 days.

Task force must submit findings and recommendations to the joint standing committee on education by January 1, 2019, and shall terminate upon report submission or January 1, 2019, whichever is later.
