Exempts snapping turtles and red-eared slider turtles from general prohibitions on buying, selling, and possessing wild reptiles, effective October 1, 2018.

Permits the sale and possession of red-eared slider turtles with distinctive aberrant color patterns (such as albino or amelanistic specimens) for educational or research purposes by scientific or educational institutions.

Requires sellers of red-eared slider turtles with distinctive aberrant color patterns to maintain records of purchaser names and addresses on forms prescribed by the Commissioner of Agriculture.

Prohibits the importation of red-eared slider turtles into the state and prohibits the release of any red-eared slider turtles upon state lands or into state waters.
