Amends section 22-344(f) of the general statutes to expand the definition of "animal shelter" to include municipal pounds and shelters, in addition to private entities.

Requires registration with the commissioner for any animal shelter operation, with a $50 fee to offset administrative costs, effective October 1, 2020.

Registration remains valid until the second December 31st following issuance and must be renewed biennially, with compliance required for sanitation, disease control, humane treatment, and public safety regulations.

Initial applicants must obtain certification from the municipal zoning enforcement official that the shelter conforms to local zoning regulations.

Registration may be transferred to another premises upon commissioner approval.
