Increases tasting limits for spirits manufacturers from 2 ounces to 3 ounces per patron per day and permits samples to be offered as ingredients in cocktails or mixed drinks prepared on premises.

Increases beer sales limits at manufacturer premises from 9 liters to 11.5 liters per person per day for beer manufacturers, farm breweries, and brew pubs.

Increases tasting limits for farm distilleries from 2 ounces to 3 ounces per person per day and allows samples to be offered as cocktail ingredients.

Removes the exemption for malt beverages consumed on premises from the alcoholic beverage tax effective January 1, 2019, while maintaining exemptions for sales to licensed distributors and sales transported outside the state.

Allows farm winery and farm brewery permits to be sold at farmers' markets operated as nonprofit enterprises with appropriate permits issued by the Commissioner of Consumer Protection.
