Requires public housing projects with 50 or more dwelling units to provide a common facility or community room located within the project with capacity equal to or greater than the maximum number of tenants.

Prohibits housing authorities, nonprofit corporations, municipalities, and municipal developers from preventing tenants from using common facilities or community rooms for political activity.

Defines "political activity" to include events organized for political parties or candidates, petition initiatives, community political meetings, campaigning on referendum questions and legislation, and expressing opinions on candidates and political or social issues.

Effective October 1, 2018.
