Applies to multifamily dwellings receiving state financial assistance (grants, loans, loan guarantees, or interest subsidies) through the Commissioner of Housing for construction, rehabilitation, or renovation projects initiated on or after October 1, 2018.

During the contract term with the state, rent increases are limited to the rate of inflation for the previous calendar year as determined by the consumer price index.

After the contract expires, rent increases are capped at 10 percent per year for units continuously occupied by the same tenant.

Effective date is October 1, 2018, and does not apply to contracts entered into before that date.
