Requires health insurers, hospital service corporations, medical service corporations, and fraternal benefit societies offering individual or group health insurance policies in Connecticut to implement attestation requirements for specialists prescribing or modifying prescription drugs, effective January 1, 2019.

Mandates that specialists provide written attestation confirming they have informed the insured's primary care provider of any new prescription or modification to an existing prescription.

Permits insurers to delay reimbursement to specialists who fail to notify the primary care provider of prescribed drugs or prescription changes.

Authorizes the Insurance Commissioner to adopt regulations necessary to implement and enforce the attestation requirements.
