Amends section 13b-105 effective October 1, 2018 to allow livery permit holders to use stretcher vans for transporting elderly persons and persons with disabilities who require nonemergency stretcher transportation.

Requires written consent from the transported person's primary care provider before stretcher van transport and mandates that livery permit holders receive training in lifting, moving, and transporting persons on stretchers equivalent to emergency medical services personnel training.

Modifies section 14-100a(e) effective October 1, 2018 to require securing devices for individuals on stretchers in stretcher vans, mirroring existing wheelchair safety requirements.

Mandates that an additional trained attendant accompany the livery permit holder during stretcher van transport to assist with safe movement and handling of the passenger.

Defines "stretcher van" as a vehicle designed and equipped to provide nonemergency transportation of persons on a stretcher; violation of safety provisions is classified as an infraction.
