Repeals and replaces Section 15-88 of the general statutes to update definitions related to airports, including adding a new definition for "meteorological evaluation tower" (effective October 1, 2018).

Defines a meteorological evaluation tower as a structure up to six feet in diameter used to mount equipment for evaluating wind resources for wind turbine operation, excluding structures adjacent to buildings or in residential curtilage.

Requires meteorological evaluation towers between 50 and 200 feet in height to be painted in alternating bands of aviation orange and white with orange at the top, have aviation orange marker balls per FAA standards, and have seven-foot safety sleeves on guy wire anchor points (effective October 1, 2018).

Establishes violations of the meteorological tower marking requirements as a Class C misdemeanor, or a Class A misdemeanor if the violation causes death or bodily injury to another person.

Directs the Tweed-New Haven Airport Authority to study the economic impact of a runway improvement plan and submit findings to the joint standing committee on transportation by January 1, 2019.
