Prohibits state and local law enforcement agencies from referring, transferring, or otherwise providing property seized in lawful arrests or searches to federal agencies for federal forfeiture under the Controlled Substances Act, except when required by federal law.

Restricts state and local law enforcement participation in joint task forces or multijurisdictional collaborations with federal agencies from accepting payment or proceeds from federal property forfeitures, unless the aggregate net equity value of the property exceeds $100,000 (excluding contraband value).

Preserves the authority of state and local law enforcement to independently seize contraband or property for which they have probable cause, and does not restrict the federal government from independently seizing and forfeiting property under federal law.

Amends Section 54-33g of the general statutes effective October 1, 2018.
