Increases delinquency threshold for credit reporting to 120 days for electric, gas, and water utilities (from 60 days), effective October 1, 2018.

Maintains 60-day delinquency threshold for telephone and telecommunications companies before reporting nonpayment to credit rating agencies.

Prohibits any utility or telecommunications provider from reporting nonpayment to credit agencies if a customer has a pending complaint, investigation, hearing, or appeal with the Public Utilities Regulatory Authority.

Requires utilities and telecommunications providers to send customers written notice at least 30 days before submitting delinquency information to credit rating agencies, including specific warning language about potential credit damage.

Separates telephone/telecommunications service reporting requirements from other utilities, establishing different delinquency thresholds for each service type.
