Establishes a task force to study lead abatement in Connecticut and examine methods to fund lead abatement, costs and benefits of state investment, and primary poisoning prevention measures.

Task force shall make recommendations on enforcing lead abatement through liens and rent reduction, workforce development programs, and financing for lead hazard mitigation in schools and service lines.

Task force consists of 8 members including appointees from legislative leaders with expertise in housing, public health, environmental health, medical treatment, funding, and representatives from Connecticut Children's Medical Center and Connecticut Green Bank.

All appointments must be made within 30 days of passage; first meeting must occur within 60 days; task force must hold at least two public forums for public comment.

Task force shall submit an interim report by January 1, 2019 and a final report by July 1, 2019 to the joint standing committee on banking; task force terminates upon submission of final report or July 1, 2019, whichever is later.
